Annual Meeting, July 15, 2004 at 8:00 p.m.

Board President Toni Schoen presided.  She announced that the board of directors has hired a managing agent, Bay Property Management, which will begin work on August 1st.  Previous plans made it impossible for their representative to be at this meeting.

Minutes: The minutes for the 2003 Annual Meeting were approved as circulated.

Treasurer’s Report: Treasurer Eli Cohn presented the financial report that had already been circulated to the homeowners.  He noted that the association had been faced with non-budgeted events this year that totaled $44,631.50 and warned about an $8,000 expense in September, 2004 to seal the driveway.  He also noted that though the exterior painting is not scheduled until 2005, several units need remedial work now.  After a lengthy discussion, it was decided that since the new managing agent would be responsible for overseeing the exterior painting, she should be informed about the immediate needs for remedial work, particularly in units 10, 11, 13 and 16.  The agent should obtain a professionall assessment of the best way to proceed with the painting.

Paving: Several people commented on the paving.  After rain, puddles form in front of  units #5, 7, & 8.  Some of the grounds have not been satisfactorily restored.  There are dead patches of grass in the center circle and on the west side of unit 8; the grounds in the lower circle have scarcely been touched.  Some of the sprinklers still need to be repositioned.  The green posts beside the upper circle and on the driveway before unit 9 are to anchor the removeable speed bumps which still need to be set in place.  The red and yellow circles are markers as to where gas and electric cables enter the house.  The treasurer assured homeowners that the final installment on the paving will not be paid until these needs are addressed.  He also announced that permanent markers for each parking space will be provided.

Pool: The pool is being well used this year, though keeping the water to the water line is a problem because the pipe under the pool foundation which burst last year has not been repaired.  Homeowners are reminded that swimmers who swim laps must be sure to replace the 5’ marker rope when they finish swimming.  Also, children’s toys must be returned to the storage chest after swimming.

Maintenance: Lauralynn O’Halloran reported that the damaged pieces from the fence behind the southern block of units were being removed.  The managing agent will be asked to propose a more effective way of fencing the entire area along Colonial Street and the Aqueduct Path.  Homeowners who need outdoor lightbulbs replaced should call the managing agent who will see they are replaced.

One homeowner asked if the Dobbs Ferry police are allowed to patrol the complex.  Toni Schoen agreed to call Chief Longworth and ask for a regular police patrol.

Rules and Regulations: No one had questions about the rules that had been circulated before the meeting.  Several owners voiced the opinion that the rules were adequate but there was no way to enforce them—particularly the parking regulations.

Tax Reduction: Toni Schoen reported that our attorney is entering final negotiations with the town attorney on the tax reduction suit that has been pending for several years.  Our attorney is confidant that this will result in a significant tax reduction for homeowners and a refund for previously collected taxes.

Board of Trustees Meeting

At a special meeting held immediately following the Annual Meeting, the Board of Trustees elected the following officers for the coming year:

Secretary: Mary Donovan

Treasurer: Eli Cohn

The next board meeting will be held on Wednesday, August 11th.
